Star Trek Fleet Command officer crews — captain, bridge and below deck
Build crews from the encounter backward, activate relevant abilities and stop spending Officer XP on passengers who do not improve the task.

Start with the target, not rarity
Name the encounter first: ordinary hostiles, an armada, mining, station defense or PvP. Read each ability literally and reject conditions that cannot trigger there. A strong PvP effect contributes nothing to hostile farming, and a mining bonus does not justify a combat bridge slot.
Build the bridge in the correct order
The captain seat activates a Captain's Maneuver. Other bridge seats activate Officer Abilities, while officers in the same synergy group can strengthen the maneuver. Below-deck officers supply statistics and only activate a special below-deck effect when their text says so.
Choose the maneuver that defines the plan, add bridge abilities that enable or protect it, then fill the remaining statistics. Do not assume a famous Epic officer helps merely by being present.
Match conditions to the hull
Effects may require a ship class, weapon type, combat state such as Morale or Burning, or several rounds to pass. Check the hull and expected battle length. A ramping effect is wasted when a hostile dies immediately; opening burst may be less useful in a long armada where survival is the constraint.
Test two crews against the same target and compare reports. Keep enemy class, level and ship constant. The report should show whether the change affected damage, mitigation or the number of rounds.
Spend toward a threshold
Leveling raises officer statistics. Promotion consumes shards and resources while raising long-term potential. Spend toward a specific threshold: a needed ability rank, bridge stat target or daily farming crew. Broadly leveling every unlock leaves no Officer XP when a specialized crew becomes necessary.
Maintain separate plans for hostiles, mining and group combat. PvP should be checked against the current build because live officers and counters change. Current ability text and the official database are safer than an old screenshot with no patch context.
